QUY TRÌNH, THỦ TỤC ĐẦU TƯ VÀO TỈNH TRÀ VINH
1. Nhà đầu tư có ý định đầu tư vào Trà Vinh thì đến liên hệ trực tiếp với Trung tâm Xúc tiến Đầu tư và Thương mại - Du lịch hoặc Sở ngành  có liên quan khác hoặc bằng hình thức: fax, email, điện thoại để được tư vấn hướng dẫn kịp thời.
2. Các ngành  có liên quan  phối hợp tổ chức buổi làm việc trực tiếp với nhà đầu tư hoặc xem xét hồ sơ do nhà đầu tư gửi đến (thống nhất về địa điểm, quy mô, ngành  nghề, hình thức đầu tư, phương án giải tỏa bồi hoàn,…)
3. Cơ quan  chức năng  xem xét, trình Ủy ban nhân dân tỉnh cho chủ trương đầu tư.
4. Nhà đầu tư lập dự án gửi Trung tâm Xúc tiến Đầu tư và Thương mại - Du lịch, Sở Kế hoạch và Đầu tư.

5. Cơ quan chức chức năng thẩm định dự án.

6. Tư  vấn, hỗ  trợ  thủ  tục  thành  lập  doanh nghiệp:
6.1 Đầu tư trong nước
6.1.1 Thủ tục đăng ký kinh doanh
a) Loại hình công ty TNHH 01 thành viên

Hồ sơ gồm có:
- Giấy đề nghị đăng ký kinh doanh
- Danh sách người đại diện được ủy quyền đối với Công ty TNHH 01 thành viên được tổ chức quản lý
- Điều lệ công ty
- Bản sao hợp lệ (có công chứng) giấy CMND
hoặc hộ chiếu hoặc quyết định thành lập, giấy chứng nhận  đăng  ký kinh doanh  hoặc giấy tờ tương đương  khác, Điều lệ hoặc tài liệu tương đương khác của chủ sở hữu công ty là tổ chức (trừ trường hợp chủ sở hữu công ty là nhà nước).
- Văn bản ủy quyền của chủ sở hữu cho người được ủy quyền đối với trường hợp chủ sở hữu công ty là tổ chức.
b) Loại hình công  ty TNHH 02 thành  viên trở lên
Hồ sơ gồm có:
- Giấy đề nghị đăng ký kinh doanh
- Danh sách thành viên
- Điều lệ công ty
- Bản sao hợp lệ giấy CMND hoặc hộ chiếu của các thành viên.
c) Loại hình công ty cổ phần
Hồ sơ gồm có:
- Giấy đề nghị đăng ký kinh doanh
- Danh sách cổ đông sáng lập
- Điều lệ công ty
- Bản sao hợp lệ giấy CMND hoặc hộ chiếu của các cổ đông sáng lập.

6.1.2 Thủ tục đăng ký đầu tư
Thủ tục đăng ký - cấp giấy chứng nhận đầu tư (theo đề nghị của nhà đầu tư) đối với dự án đầu tư trong nước có quy mô vốn đầu tư dưới 300 tỷ đồng Việt Nam và không thuộc lĩnh vực đầu tư có điều kiện.
- Bản đề nghị giấy chứng nhận đầu tư
-Bản sao giấy chứng nhận đăng ký kinh doanh.
6.2. Đầu tư nước ngoài
Hồ sơ gồm có:
- Bản đề nghị cấp giấy chứng nhận đầu tư.
- Báo cáo năng lực tài chính do nhà đầu tư lập và chịu trách nhiệm.
- Dự thảo điều lệ công ty tương ứng với từng loại hình doanh nghiệp.
- Danh sách thành viên (công ty TNHH 02 thành viên trở lên, công ty cổ phần).
- Dự án đầu tư.
- Bản sao hộ chiếu.
- Văn bản ủy quyền của nhà đầu tư cho người được ủy quyền  đối với trường  hợp nhà đầu tư là tổ chức và bản sao hợp lệ một trong các giấy tờ chứng  thực  cá nhân  của người  đại diện theo ủy quyền. Các văn bản bằng tiếng nước ngoài phải được dịch sang tiếng Việt và có xác nhận  của tổ chức có chức năng  dịch thuật.
- Hợp đồng liên doanh đối với hình thức đầu tư thành  lập tổ chức kinh tế liên doanh  giữa nhà đầu tư trong  nước và nhà đầu tư nước ngoài.
Ghi chú: Đối với ngành nghề kinh doanh phải có vốn pháp  định và phải có chứng chỉ hành nghề.
- Văn bản xác nhận vốn pháp định của cơ quan, tổ chức có thẩm quyền.
- Bản sao hợp lệ chứng chỉ hành nghề.
7.  Tư vấn hỗ trợ nhà đầu tư giải quyết những vướng mắc trong quá trình triển khai dự án.
8. Thực hiện các thủ  tục  hỗ  trợ  chi phí thành  lập doanh  nghiệp  và khen thưởng cho tổ chức, cá nhân  theo Quyết định số
05/2008/QĐ -UBND ngày  17/01/2008  của UBND tỉnh khi nhà đầu tư triển khai thực hiện dự án.

PROCESS AND PROCEDURES  FOR  INVEST- MENT IN TRA VINH PROVINCE
1. Investors intending to invest in Tra Vinh, Kind- ly contact with Investment and Trade - Tourism Promotion Center or related Authorities by: fax, email or phone for timely advice guide.
2. Related authorities  to coordinate the work directly investors, or consider the applications submitted by investors (consistent on: location, size, industry, investment form, plan for reum- bursement..)
3. Related authorities consider application and submit to the People Committe of the province for investment policy.
4. The investors  submit  application  document to Investment and Trade - Tourism Promotion Center, Planning and Investment Department.

5. The related authorities evaluate the project.
6. Consultant, support  investors  on business registration.
6.1 Local investment
6.1.1 Business registration procedures
a) The sole member limited liability company
Application included:
- Business application form
- List of their authorized  representatives with respect  to sole member  limited liability com- pany
- The partnership charter.
- Copy of a decision of establishment, cer- tificate  of  business   registration   or  other relevant certification, the company charter or other relevant certification of the owner, (excluded  case  with  owner  is state  com- pany)
- An authorized  document of the  company owner in the case of the company  owner is organization.
b) The Limited liability Company
Business registration file included:
- Business application form
- List of members  of the limited liability com- pany and partnership
- The partnership charter
- Copy of the relevant personal certification of the sole proprietorship.
c) The shareholding company
Business registration file included:
- Business application form
- List of founding members of the limited liabil- ity company
- The partnership charter
- Copy of the relevant personal certification of the shareholders.
6.1.2 Procedures for registration of investment With respect of foreign invested projects which have an invested  capital of below three  hun- dred (300) billion VND and which are not includ- ed in the list of sectors of investment subject to conditions, the investors shall perform.
- Investment registration application
- Copy of business registration.
6.2. Foreign Investment
Application included:
- Investment registration application .
- Report on financial ability of the investor.
- Draft of business charter.
- List  of founding  members   (the  Limited liability Company, the Shareholding company).
- Investment project.
- Copy of passport.
- Written authorization from the investors for the authorized, in cases where the investor is an institution and a valid copy of  the docu ments certified person a l representative authorized. Documents in foreign languages must be translated into Vietnamese and certified by organizations that function translation.
- Joint venture  contract  or business co-op- eration  contract  and  charter  of the  enter- prise.
Note:   With business activities required legal capital and professional certificate.
- Certification of legal  capital  issued  by the competent agencies  in regards  to business activities required legal capital as stipulated by law.
- Copy of professional certificate of a director or other individual in the partnership company.
7. Consultant and support investor to settles difficulties during implementation project.
8. Implement procedures to support the cost of established businesses and torewa rd organizations and individuals under Decision  of  the  PPC 05/2008/QD- UBND on January 17, 2008 when investors implementation project.
