Prime Minister Nguyen Xuan Phuc: To develop Science and Technology, must pay attention to 6 factors
On January 4, 2017, Prime Minister Nguyen Xuan Phuc, Deputy Prime Minister Vu Duc Dam, Minister of Science and Technology Chu Ngoc Anh chaired an online national meeting with theme “Science - technology serves social - economic development”. In Tra Vinh province, Mr. Kim Ngoc Thai – Vice Chairman of People's Committee of Tra Vinh province, leaders of Department of Science and Technology, Department of Agriculture and Rural Development, Department of Industry and Trade, Department of Health, Department of Information and Communications, Department of Culture, Sport and Tourism, Department of Finance, Tra Vinh University, and some enterprises in Tra Vinh province attended the meeting.
Reporting at the meeting, Minister of Science and Technology Chu Ngoc Anh said science - technology activity last year got a lot of outstanding results: build mechanism, policy, complete law system in accordance with international agreements and orientate for science - technology, solve difficulties, obstacles, promote development and help enterprises change technology, support activities for production and business; international integration of science - technology…
Last year, despite difficulties, with effort of the branch, science - technology in Vietnam developed and contributed to economy, society, served directly branches, main fields of the nation, enhanced competitive ability of enterprises. In agriculture, science – technology played an important role in growth. The rate of engineering application in agriculture increased 1-2% in comparison with 2015. Science - technology contributed 30-40% to agriculture growth.
According to Minister Chu Ngoc Anh, 2017 will the hinge year to develop plan of social - economic development, main duties Ministry of Science and Technology assigns: complete policies, laws to promote development of science - technology; carry out Strategy of science - technology development in term 2011-2020 and Project of science - technology restructuring toward 2020 and 2030, and combine with social - economic development model; enhance application of science - technology to enhance quality, competitive ability of domestic products; build, develop mechanism, suitable policies to encourage enterprises to invest in research and application of science and change technology with the aim of increasing productivity, quality, and effectiveness of production-business.
Concluding the meeting, Prime Minister Nguyen Xuan Phuc assessed social - economic development achievement recently consisted of contribution of science – technology; science - technology was cared; take advantage of chances of 4th industrial revolution and still respect basic and social science. However, competitive ability of Vietnam ranked 56th, and technology index rank 92nd/140 countries and territories. “We know the result is not from scientists, but from national mechanism.” – Prime Minister said and pointed out some other limitations. Therefore, science - technology investment should approach practical demand, prioritize for practical projects.
Prime Minister said there are 6 factors for successful science - technology development: institution, mechanism, environment, human resource, source, infrastructure, integration ability, and administration ability of the State for science – technology.
‘Science must come from production and back to serve production, serve people to enhance working productivity, improve people’s life and ensure socialism. Science organizations and scientists must work, set up close relationship with factories, cooperatives, producers, know how workers, farmers require, work, and live, what they need help, transfer, and popularize science – technology.” That was Uncle Ho’s teaching in 1963 and Prime Minister reminded in his concluding speech. That was also the orientation for science - technology to be a motivation of development of the nation.
