Promoting Administrative Procedure Reform and Digital Transformation to Better Serve the People and Businesses
On the morning of April 19, the fourth meeting of the Government Administrative Reform Steering Committee with localities was held to discuss the promotion of administrative procedure reform associated with digital transformation to better serve the people and businesses. The meeting was chaired by Prime Minister Pham Minh Chinh.

Vice Chairman of the Provincial People's Committee Nguyen Quynh Thien and members of the Steering Committee for Administrative Reform had a discussion. The focus was on improving the competitiveness index and increasing the number of provinces attending the meeting.

According to the report presented at the meeting, administrative procedure reform associated with digital transformation has achieved some outstanding results, with the principle of "Putting people at the center, leading reform, and supporting technology to promote" being the guiding principle.

Business regulations have been compiled and systematized in a centralized electronic environment. To date, ministries have publicized and updated 17,830 current regulations, with plans to reduce and simplify 1,029 regulations on the Business Regulation Consultancy and Lookup Portal. Additionally, 2,189 business regulations in 175 legal documents have been cut and simplified.

For digital transformation in administrative procedures, ministries, sectors, and localities have actively restructured the process, providing 4,390 online public services on the National Public Service Portal. The portal has seen more than 6 million accounts registered, an increase of 3.8 times compared to the same period in 2022. There have been more than 186 million state sync records, over 1.7 times increase, and more than 12.5 million online applications made from the portal, an increase of more than 3.8 times. More than 7.8 million online payment transactions have been completed, with a total amount of more than 4.8 trillion VND, nearly 10 times over the same period.

The implementation of Project 06 has helped create a breakthrough in the development of digital citizenship, serving to solve administrative procedures. To date, more than 79.5 million identification cards with electronic chips have been issued to citizens, activating over 6 million VNeID accounts. The integration of 21 out of 25 essential online public services into the National Public Service Portal has also been completed.

However, the assessment found that administrative procedures still have many barriers and overlapping regulations, especially in the fields related to land, financial management, public investment, health, education, inspection, and specialized import-export. Additionally, the reduction and simplification of business regulations are still slow, and institutions related to digitization, connectivity, and data sharing are missing.

During the conference, the Government's Administrative Reform Steering Committee announced the PAR Index and the Administrative Service Satisfaction Index (SIPAS) in 2022.

Based on the PAR Index results, ministries and ministerial-level agencies were classified into 3 groups of points. The Par Index 2022 of the provinces and cities is classified into 3 groups: over 90% (including 2 units: the State Bank of Vietnam and the Ministry of Justice); over 80% to under 90% (including 11 units); and less than 80% (4 units, including Ministry of Education and Training; Ministry of Health; Ministry of Science and Technology and Ministry of Foreign Affairs).

The Par Index 2022 of the provinces and cities is classified into 3 groups: group A, with an index of 90% or more, including 2 provinces and cities (Quang Ninh, Hai Phong); group B, achieving index results from 80% - less than 90%, including 56 provinces and cities; group C, achieving index results from 70% - less than 80%, including 5 provinces and cities. Tra Vinh ranks 50th out of 63 provinces and cities with 83.00 points (up 2 places compared to 2021). In the SIPAS index, Tra Vinh reached 81.93%, ranked 19th out of 63 provinces and cities nationwide.

In the SIPAS index, the general surveyees’ satisfaction level with the service of state administrative agencies in 2022 is 80.08%. The five provinces with the highest level of people's satisfaction are Quang Ninh, Thai Nguyen, Ca Mau, Binh Duong and Thanh Hoa. Tra Vinh reached 81.93%, ranked 19/63 provinces and cities nationwide (in 2021, the province reached 87.43%, ranked 25th/63 provinces and cities).

In his concluding speech, Prime Minister Pham Minh Chinh acknowledged and praised ministries, sectors, and localities, as well as thanked people and businesses for actively responding and effectively implementing the PAR program in recent years. He emphasized that investment in PAR is an investment for development, an important political task of all levels and sectors.
